Scenario

A threat actor targets a Missouri State Agency's networks/systems, installing ransomware on network computers, compromising Personally Identifiable Information (PII), and defacing public-facing websites. Emergency Support Function (ESF) #14 is activated along with relevant state agencies and federal partners respond accordingly.

Objectives

Test and examine the request and approval process for MOCYBER in response to a cybersecurity incident and in support of Level 2 Full Activation
Core Capabilities: Planning, Operational Coordination, and Infrastructure Systems

Assess coordination and communications capabilities between the State Emergency Operations Center and member organizations of the Missouri ESF #14 Working Group

Activate and test the MO ESF #14 Cybersecurity Plan in response to a cyber incident
